The terms "web design" and "web development" are often used interchangeably, so essentially they both mean the same thing. However, designing the way a web site might look, and actually developing the site are two very different things.
Designing an effective site calls for experience in commercial art, graphic design, and even business communication. Developing the same site properly requires a good deal of programming skill and lots of experience.
You may know of someone who's made a web site with little or no experience. The question is, how well does it work? Does it function well on any browser, on a PC, or on a Mac? Are there e-commerce components that can be easily used, bug-free? Does the design of the site suit the subject matter, speak to the target audience, and draw in the visitor? Does the site turn up properly in search engine searches for related keywords?
The truth is, anyone can make a web site. But like any skill, learning to do it well takes practice, patience, study, and more practice. If you need a web site, there are lots of web designers and web development companies to choose from. We recommend choosing one with lots of experience. Or not -- many of our projects come from clients who didn't make that choice in the first place! We'd be glad to help with your web site, so instead of needing a "re-do" down the line, why not have it done properly from the start?
For more about choosing a web designer, we recommend a book called Web Marketing For Dummies, by Jan Zimmerman. A number of web sites we designed and developed are pictured in that book.
